Government response to the second annual progress report of the Committee on Climate Change

The main messages in the response are that:

  • we are fully committed to meeting the targets and carbon budgets set out in the Climate Change Act
  • we welcome the CCC assessment that there has been progress made in many areas, but also recognise the recession has had a significant impact in reducing emissions
  • we agree there is still the need for a step change in the implementation of policies to ensure the UK continues to reduce emissions as the economy recovers (the step change is set out in the comprehensive range of policies in the Coalition Government’s first Annual Energy Statement to Parliament in July 2010)
  • we will push the EU to demonstrate leadership by supporting an increase in the EU emissions reduction target from 20% to 30% by 2020 compared to a 1990 baseline
