Call for proposals: Conflict, Security, Stability fund 2015-2016 Serbia and Kosovo

The British Embassies in Serbia and Kosovo are issuing a joint call for proposals under the Conflict, Security and Stability Fund, 2015-2016.
Background and Context
The UK government, through its Conflict, Security and Stability Fund in the Western Balkans, is seeking to support governments and civil society organizations to increase stability and security in the region, including by reducing the risks of inter-ethnic conflict and delivering governance and values which embed stability.
Areas of Intervention
The UK supports the comprehensive normalization of relations between Serbia and Kosovo, and an EU future for both countries. Through this fund, we seek to support those objectives, and would welcome proposals which tackle the following areas:
Supporting the implementation of agreements made between Serbia and Kosovo in the EU-facilitated dialogue. In particular, we would welcome proposals which ensure that ordinary citizens in Serbia and Kosovo understand and benefit from these agreements.
Promote the conclusion of fresh agreements between Serbia and Kosovo in the context of the EU-facilitated dialogue, and the greater understanding by citizens of the nature and implications of these or existing agreements.
Further development of the quality and depth of relations between Serbia and Kosovo – increasing sustainable links and cooperation between: Serbia and Kosovo institutions at national or sub-national level; professional bodies; business and economic actors, including chambers of commerce; civil society organizations; the media; youth; and community groups.
Duration of Projects
Proposed project interventions should last for ten months, with an expected start no earlier than 1 June 2015, and ending before 31 March 2016. Projects will be expected to demonstrate clear evidence of impact at their conclusion. Proposals that demonstrate the potential to extend into future years will also be considered, but no guarantee of funding beyond March 2016 will be given.
Proposals are welcome from:
- national and local state institutions
- local and national civil society organisations (including international NGOs)
- international organizations
- partnerships between organizations in the above three criteria.
Proposals will be assessed on:
- cross-border partnership and the capacity of the implementers to deliver project outcomes in Serbia and Kosovo
- their ability to generate impact that support normalization of relations
- the proposed methodology ie. how the activities will deliver the desired results
- the relevance of the project and specific project activities
- the value for money and reasonableness of cost of the proposed activities
Submission of Proposals
Proposals are to be submitted in the form of project concepts using the attached Project concept form (MS Word Document, 43.5KB) , and giving an indicative budget. If the Embassies are interested in further discussion on a project, applicants will be required to complete a full project document together with a comprehensive activity based budget. Please note that the request for a full project bid does not constitute a guarantee of funding.
