Sustainable aviation fuel revenue certainty mechanism: levy design

Summary

Seeks further views on how the sustainable aviation fuel (SAF) revenue certainty mechanism (RCM) levy could operate in the UK.

This consultation closes at

Consultation description

Government has previously confirmed that industry should fund the revenue certainty mechanism (RCM) through a variable levy on aviation fuel suppliers.

Following our first consultation on the sustainable aviation fuel (SAFRCM levy design, we seek further views on how the levy could operate, including:

  • how individual levy contributions are determined and collected
  • how the reserve is collected
  • how over-collected amounts and surpluses could be returned to suppliers

As part of this consultation, we also seek views on our intention to update the definition of a support scheme under the multiple incentives rules in the SAF Mandate legislation to ensure that SAF produced under the RCM is also eligible to receive SAF Mandate certificates.
