Following consideration of stakeholder feedback, assessment of the evidence and further engagement with industry partners since publication of the consultation on first phase energy smart appliances regulations, government has decided to revise the proposed implementation date for Electrical Heating Appliances (EHAs) in scope of the regulations. Subject to final parliamentary approval of the regulations, the implementation date for EHAs will be 31 October 2028 or 2 years after the regulations are made, whichever is later.
In addition to this implementation timeline adjustment, government intends to permit alternative routes to compliance for both proposed metering and cyber security requirements. Compliance with the EU Measuring Instruments Directive (MID) will be deemed equivalent to compliance with Measuring Instruments Regulations 2016 requirements, and conformity with cyber security standard EN 18031-3:2024 will be accepted as an equivalent route to compliance alongside ETSI EN 303 645. These changes are intended to ease the compliance burden on manufacturers and importers by increasing certification and approval body options.
This decision is being shared in advance of publication of the full government response to the consultation, to provide manufacturers with greater certainty and confidence to make the design and investment choices needed to meet the forthcoming regulatory requirements. This will further support industry readiness and maintain progress towards government’s wider smart and secure electricity system and clean flexibility goals.
