The public consultation showed robust support for our proposals among licence holders and private security businesses. These findings have been presented to our Board and to the Minister for Security, who has responsibility for the SIA. The Minister has therefore given final, formal agreement to the licensing criteria in Get Licensed being changed to bring these proposals into effect.
We are preparing to publish an updated version of Get Licensed. We will give licence holders advance notice of when this new version will be published and of any actions they might need to take in advance of then. The new version of Get Licensed will take effect from 1 December 2025, when these new criteria will apply.
Detail of feedback received
We received 3,392 responses to this consultation. Most responses (97.58%) were from people who hold an active SIA licence. Of these, 69.73% hold a door supervisor licence. The largest groups after this were security guard licences (24.05%) and public space surveillance (CCTV) licences (21.95%).
Most respondents (89.12%) answered the survey on their own behalf. 7.65% of respondents answered the survey on behalf of a private security business.

Consultation description
We are proposing to:
- add criminal offences to the current list of offences we consider when we make licensing decisions
- introduce a new approach to licensing decisions where licence applicants or licence holders have certain types of offences on their record
We are inviting public feedback on our proposed changes. This is so we can make sure that the changes we are proposing to make are the right ones.
