Consultation description

The Low Pay Commission (LPC) is the independent body which advises the Government on the levels of the National Minimum Wage (NMW), including the National Living Wage (NLW). We are seeking input to shape the recommendations we will make to the Government this autumn, on minimum wage rates to apply from April 2026.

On 1 April 2025, minimum wage rates increased. The latest rates are as follows:

NMW rate from 1 April 2025 Annual increase (£) Annual increase (per cent)
National Living Wage (21 and over) £12.21 £0.77 6.7
18-20 Year Old Rate £10.00 £1.40 16.3
16-17 Year Old Rate £7.55 £1.15 18.0
Apprentice Rate £7.55 £1.15 18.0
Accommodation Offset £10.66 £0.67 6.7

At the links below, you can read our consultation letter and the list of questions we’re interested in. We do not expect respondents to answer all questions unless they are able to; they should focus on the areas which are of most concern to them and where they can provide the most comprehensive evidence.

The Government stated its ambition last year to extend the NLW to all workers aged 18 and over. This consultation asks for views on how we could approach this and what the impact of a reduction in the age threshold might be. To help inform respondents’ submissions, the annex below sets out some detail on different potential approaches.

We would prefer respondents to submit their responses via our online consultation platform. You can also submit written evidence by e-mail to lpc@lowpay.gov.uk.
