The government response provides an overview of the responses received to the consultation and sets out the policy decisions and next steps. It summarises the consultation responses and outlines further policy development that has taken place following the consultation.
After carefully considering all responses, the government intends to move forward with cost recovery, from 1 April 2022. Feedback from industry has resulted in additional government funding for some activities, with associated changes to the fees regulations.

Original consultation
Consultation description
In June 2020, nuclear safeguards stakeholders were informed that government would fund the costs of the UK’s new domestic nuclear safeguards regime until the end of March 2022; and that further information on future arrangements would be provided in due course.
The government has now confirmed that, from April 2022, the costs of the domestic nuclear safeguards regime will be recovered from industry via a cost recovery scheme. This consultation seeks the views of those subject to nuclear safeguards requirements on the government’s intended approach to a cost recovery scheme for the domestic nuclear safeguards regime.
The consultation includes both draft nuclear safeguards fees regulations and a draft impact assessment on the anticipated impacts of recovering costs from those affected by the draft fees regulations.
From 11pm 31 December 2020, the Office for Nuclear Regulation (ONR) assumes regulatory responsibility for the UK’s new domestic safeguards regime. Further details about this can be found on ONR’s website.
