Third‑party software is critical to the administration of the UK tax and customs system, with the vast majority of digital returns to HM Revenue and Customs (HMRC) now taking place through commercial products. HMRC is committed to supporting a healthy, thriving software sector that enables developers to continue playing this role and allows customers and intermediaries to meet their obligations through the tools they already use.
Here we set out HMRC’s vision, policies and expectations for working with third‑party software, including how we steward the market, manage technical change, and work in partnership with the sector over time to deliver a modern, effective and reliable tax and customs system.
