Official Injury Claim Advisory Group
The Official Injury Claim Advisory Group (OICAG) has been set up to support the implementation of the government's Whiplash Reform Programme.
The OICAG has representation from a cross-section of interested stakeholders and helps to ensure that the service remains accessible and works well for all users.
Role of the group
The overall purpose of the OICAG is to consider stakeholder feedback and operational data related to the impact and function of the OIC service. It considers and advises on operational performance and suggests possible improvements to enhance the service provided.
It is not the role of the group to consider changes to government policy, although it is accepted that policy issues may arise from consideration of discussions held with the OICAG. However, all decisions on whether and how changes are made remains the responsibility of the Ministry of Justice (MoJ).
Membership
The group is made up of a mix of permanent members drawn from representative bodies and expert organisations to represent the views of OIC users. Depending on the agenda of each meeting, the permanent members will also be supplemented by subject-matter experts. These additional attendees will be invited by MoJ to provide input on particular areas on a meeting-by-meeting basis.
The group is chaired by a senior policy official from the MoJ.

- Motor Accident Solicitors Society
- Forum of Insurance Lawyers
- Association of British Insurers
- HM Courts and Tribunals Service
- MedCo
- Civil Procedure Rules Committee
Meetings
The Advisory Group holds meetings twice per year. The last meeting took place on 24 April 2025. The next meeting will take place in October 2025.

The MoJ will review the work of the advisory group on an ongoing basis and reserves the right to amend its structure and membership as the reform programme beds in.
The formation of the OIC advisory group does not in any way replace the normal process of stakeholder engagement.
