Council Housebuilding Support Fund information

Help for councils delivering affordable homes with new support through the Social and Affordable Homes Programme.

The Council Housebuilding Support Fund is designed to provide support for councils looking to:

  • increase the number of homes they directly deliver
  • establish and expand delivery partnerships and joint ventures with private registered providers or developers
  • develop and expand their wider pipeline of development opportunities

£21.8 million in revenue funding is available until 31 March 2029, split evenly across the 3 financial years.

The funding will support councils looking to build capacity and capability to submit new, ambitious bids for grant funding from the Social and Affordable Homes Programme (SAHP).

The aim is to enable councils to submit bids more quickly and at a bigger scale by supporting them with the cost of eligible pre-development and enabling work.

The fund is part of the Capacity to Build programme from the Ministry of Housing, Communities and Local Government (MHCLG). Capacity to Build aims to strengthen councils’ skills, capacity and capability to deliver new social and affordable housing.
