Referral of the proposed subsidy for the Gobbins Phase 2 Project by Belfast City Council

The Subsidy Advice Unit (SAU) has published its report providing advice to Belfast City Council (BCC) concerning its proposed subsidy for the Gobbins Phase 2 Project.

Final report

19 March 2024: The SAU has published its report providing advice to BCC in relation to the proposed subsidy for the Gobbins Phase 2 Project. The report includes the SAU’s evaluation of BCC’s Assessment of Compliance of its proposed subsidy with the requirements set out in the Subsidy Control Act 2022.

Request from BCC

6 February 2024: The SAU has accepted a request for a report from BCC in relation to the proposed subsidy for the Gobbins Phase 2 Project. This request relates to a Subsidy of Particular Interest.

The SAU will prepare a report, which will provide an evaluation of BCC’s assessment of whether the subsidy complies with the subsidy control requirements (Assessment of Compliance). The SAU will complete its report within 30 working days.

Information about the subsidy provided by BCC

Belfast City Council as Accountable Body for the Belfast Region City Deal is proposing to contribute public funding to The Gobbins Phase 2 Project to enhance and expand the existing visitor experience. The beneficiary of the subsidy is Mid and East Antrim Borough Council (MEABC), which is the Project sponsor.

The estimated total value of the Project is £13.6 million which comprises a subsidy of £12.6million from Belfast City Council. MEABC will contribute £1 million to the Project.

Belfast City Council will be receiving funding for this Project from the Department for Economy under the agreed terms of the Belfast Region City Deal signed in December 2021.The specific policy objective that this subsidy aims to address is to sustainably grow the tourism market in Northern Ireland (NI) by encouraging more visitors to NI, who stay longer and spend more across the region.

Without providing a subsidy the market alone will not deliver visitor attractions of sufficient scale across the region to meet the policy objective. The subsidy will be provided to MEABC over the delivery period of the Project (2024-2028) and will be conditional on the terms and conditions of a Contract for Funding that will be signed between the Department for Economy and the Accountable Body and a Funding Agreement that will be signed between the Accountable Body and MEABC.
