Referral of the proposed Offshore Wind and Related Network Sectors Supply Chain Subsidy Scheme by Great British Energy

The Subsidy Advice Unit (SAU) has accepted a request for a report providing advice to Great British Energy (GBE) concerning its proposed Offshore Wind and Related Network Sectors Supply Chain Subsidy Scheme (the Scheme).

Request from Great British Energy

25 September 2025: The SAU has accepted a request for a report from GBE concerning its proposed Scheme. This request relates to a Subsidy Scheme of Particular Interest.

The SAU will prepare a report, which will provide an evaluation of GBE’s assessment of whether the Scheme complies with the subsidy control requirements (Assessment of Compliance). The SAU will complete its report within 30 working days.

Information about the scheme provided by Great British Energy

GBE plans to set up a subsidy scheme to support new UK manufacturing capacity for critical offshore wind and related network components. The total value of the scheme is £300 million. It will be launched with an initial 12-month application window, followed by subsequent rounds if the first 12-month window is undersubscribed. The scheme is designed to address constraints in the clean energy supply chain, focusing on building UK manufacturing capacity for key constrained components for offshore wind and related electricity network sectors. It will offer capital grant funding to successful applicants for the development of UK manufacturing facilities (including new facilities or the expansion of existing facilities) which will be used to produce these critical components. Eligible costs include buildings, equipment, infrastructure, and related R&D. Successful recipients must spend grant funding in this Spending Review period (for example, by the end of financial year 2029 to 2030).

The SAU may use the information you provide in its published report. Therefore, you should indicate in your submission whether any specified parts of it are commercially confidential. If the SAU wishes to refer in its published report to material identified as confidential, it will contact you in advance.
