How the CMA’s civil engineering market study took place

Final report

21 May 2026: The CMA has published the final report in its market study into the supply of railway and public road infrastructure by the civil engineering sector. The report sets out our findings and recommendations for driving better outcomes to the UK, Scottish and Welsh governments, and Northern Ireland Executive.

Responses to interim report

2 March 2026: The CMA has published responses to its interim report.

Qualitative research

2 March 2026: The CMA has published a qualitative research report from Jigsaw Research. 

Interim report

17 December 2025: The CMA has published an interim report on its civil engineering market study setting out its emerging findings and possible remedies. We invited responses by 28 January 2026.

26 August 2025: The CMA has published responses to its invitation to comment on its civil engineering market study.

Launch of market study

19 June 2025: The CMA launched a market study into the design, planning and delivery of railway and public road infrastructure by the civil engineering sector in the UK.

We invited views by 17 July 2025 from all interested parties on the areas covered in the invitation to comment.
