Asylum Support Tribunal decision of Judge Storey on 15 February 2013.

Assessment of whether reasonable steps are being taken to return to country of origin (Palestine).

Application of Regulation 3(2)(e) of the 2005 Regulations upon the basis of the appellant’s previous assisted voluntary return history.

Difficulties with returns to Palestine in this context which included examination of country of origin information related the occupied Palestinian territories.

In particular, the following was considered:-

(a) Under what circumstances would be reasonable for a Palestinian to take no steps or at all in order to leave the United Kingdom? (b) What steps can such a person reasonably take to leave the United Kingdom? (c) What help is available to Palestinians under VAR? (d) In the particular facts of this appeal, has the appellant taken all reasonable steps?
