Discontinuance of Section 4 support. Breach of conditions by failing to comply with standards of behaviour specified in the occupancy and support agreements. Allegations of anti-social behaviour, violent conduct, damage to property and unauthorised guests should be proved by unambiguous and consistent evidence and the conditions must be clearly set out and notified to the appellant. Interviews, admissions or warnings should be fully and contemporaneously recorded. Breach of conditions not proven due to flaws in the investigation process. Support continues.
