Judicial Summary

Disclosure and Barring Service’s (DBS) barring decisions involved errors of law in that DBS’ analysis of the evidence failed to take into account a number of relevant considerations. The Upper Tribunal remits the matter to DBS to reconsider the Appellant’s barring, and its new decision must be based on the findings of fact set out in the Upper Tribunal’s reasons for its decision.
