Application for an Operator’s Licence by a company/director/transport manager having previously lost their good repute and an operator’s licence revoked. The issues raised were whether a conviction was required before a finding of loss of repute could be made; the compatibility of the Traffic Commissioner’s decision with the Bill of Rights Act 1688 (among other statutes).
