Residence and presence conditions - Universal Credit - whether the claimant satisfied the basic condition of being in Great Britain in Section 4(1)(c) of the Welfare Reform Act 2012 - application of Regulation 9 of the Universal Credit Regulations 2013 - claimant did not fall within any of the situations in Regulations 9(4) - claimant nevertheless in Great Britain having regard to her permanent right of residence and Regulation 9(2) and 9(1).
