Judicial Summary
A tribunal should carefully consider the appropriateness of accepting concessions from unrepresented claimants. If a concession is accepted then the matter which forms the subject of the concession will cease to be a matter “raised by the appeal” but the tribunal will still retain a discretion to deal with it.
