The Appellant company applied to vary its licence by adding a new operating centre. Additional information was required, including information as to whether vehicles could enter and exit the proposed site in forward gear at all times. The Appellant’s response was potentially confusing and the Appellant later missed an opportunity to clarify the position and to explain that it was now possible to enter and leave the site in forward gear. The TC correctly applied the relevant provisions on the information before him.
