Judicial Summary

Safeguarding Vulnerable Groups Act 2006. The Upper Tribunal made its own assessment of the evidence of a whole and found no mistake of fact in the Disclosure and Barring Service’s (DBS’) findings and assessed proportionality and found no error of law. DBS’ decision confirmed.
