This decision emphasises the need for First-tier Tribunals (here the Pensions Appeal Tribunals for Scotland), where there have been and remain multiple assessment review decisions under appeal, to identify with care the scope and period of the decisions under appeal to it (particularly where, as here, the appellant says he has got worse since the last decision), and to take account of all relevant issues arising on the appeal: per section 5B(a) of the Pensions Appeal Tribunals Act 1943.
