HS2 Phase 2a Additional Provision 2 and Supplementary Environmental Statement 2 (February 2019)

The government has deposited a second proposed set of amendments to the High Speed Rail (West Midlands - Crewe) Bill in Parliament.

The Additional Provision

It is common for changes to be made to proposals in a Bill, as design development and discussions with landowners, occupiers and other parties take place. The amendments proposed in Additional Provision 2 (AP2) have arisen following agreements with petitioners, decisions taken by the Select Committee, design refinements and further information on utility infrastructure being made available. The amendments are located along the whole line of route and affects all Community Areas (CA). AP2 (February 2019) and the second Supplementary Environmental Statement (SES2) is comprised of a number of documents which are listed and explained below.

Petitioning

AP2 gives rise to a new petitioning period and this will begin on Friday 15th February and close at 1:00pm on Friday 15th March. Petitions will be heard by the Select Committee that is considering the Bill. For further information on the Committee process, visit the UK Parliament website.

Book of Reference

Parliamentary Standing Orders require HS2 Ltd to prepare and deposit a Book of Reference with the Bill or any Additional Provision.

The Book of Reference identifies all owners, lessees and occupiers with a qualifying interest in land and property affected by the HS2 scheme. All persons and organisations are listed by parish or borough, against each of the parcels of land that are described in the Book of Reference, shown on the Parliamentary Plans and listed in the various land schedules in the Bill.

Environmental impact

The AP2 is accompanied by the AP2 Environmental Statement (AP2 ES). This reports on the significant environmental effects that the AP2 amendments are likely to have where these are new or different to those reported in the Environmental Statement (ES). The ES accompanied the Bill deposited in Parliament in July 2017, as updated by the Supplementary Environmental Statement 1 (SES1) and SES2, taking into account the AP1 ES as appropriate.

A SES2 has also been deposited which reports changes within the powers and limits of the Bill and the likely significant environmental effects of these changes, where these are new or different to those reported in the main ES, as updated by the SES1 .

The SES2 and the AP2 ES will each be the subject of a public consultation. The consultation on the SES2 and AP2 ES will finish at 11:45pm on 29 March 2019.

Equality impact

An equality impact assessment (EQIA), along with an EQIA summary report was submitted alongside the main ES in July 2017. This EQIA Update provides a route-wide update of the EQIA 2017, taking account of the changes and amendments reported in the SES1 and AP1 ES and SES2 and AP2 ES.

The EQIA Update will be the subject of a public consultation. The consultation will run until 11:45pm on Friday 29 March 2019.
