Abstract

The objectives of this paper are to:

• provide a critique of existing policies in South Africa that aim to ensure water security for the rural water sector including the Basic Human Needs Reserve (BHNR) and new licensing arrangements,
• identify gaps and key research needs and,
•  briefly describe future action research planned within the Sand River Catchment.

It is targeted at policy makers and practitioners involved in trying to implement South Africa’s new water legislation and policies, particularly those concerned with rural water development and management. The issues raised will also be of interest to others involved in ensuring sustainable water resources and services in semi-arid developing countries. It aims to promote discussion and dialogue between the research partners and these organisations, and to inform the follow-up research activities.
