Abstract

The review of papers presented at the International Workshop on Regulatory Guidelines for Urban Upgrading, held at Bourton-On-Dunsmore, May 17-18, 2001, begins with a clarification of conceptual and definitional issues. The Sustainable Livelihoods Framework, which the project has adopted as a conceptual and analytical tool, is introduced, and the impact of regulations on access by the urban poor to key livelihood assets and strategies, specifically land, infrastructure, housing, home-based enterprises (HBEs) and credit, is examined. Country experience in pro-poor regulatory reform related to urban upgrading is presented, emerging themes are identified, and possible ways forwards are proposed.
