The economics of adaptation to climate change. Concept note and study plan.

Abstract

This Concept Note gives an overview of the rationale and study plan for the EACC project. An understanding of the full array of climate change adaptation options and their costs and benefits including institutional and policy changes, and fostering of private sector and community-level engagement on adaptation, is crucial to facilitate prioritization of the most effective strategies at international, national, sectoral and local levels. In turn, estimates of the overall budget implications of the resulting ‘climate resilient development’ is essential to enable developing countries to implement their national strategies and plans and, in turn, to address implications for international assistance. In order to address some of these limitations, a partnership between the World Bank and the governments of the Netherlands and the UK was formed. This forms the basis of the EACC project.
