Regulatory guidelines for urban upgrading: towards effecting pro-poor change

Abstract

The paper reviews the Proceedings of the International Workshop on Regulatory Guideline for Urban Upgrading held on 14th January 2002 at Fairview Hotel, Nairobi, Kenya and subsequent International Team Meeting from 15th to 16th January 2002. Urban upgrading issues at the global, national, city and settlement levels are distinguished, and regulations impacting on the livelihoods of the urban poor that need to be addressed are identified. Non-negotiable principles underpinning pro-poor regulatory reform for urban upgrading are enumerated, and suggestions on how to effect change are presented.
