Abstract

This policy briefing is based on Working Paper No. 9.

The briefing acknowledges the potential of the livestock sector in poverty reduction amongst the rural poor of India; mainly landless people and small-scale farmers. Movement towards developing pro-poor livestock policies is constrained by the neo-liberal policies of the Indian government and the low organisation of poor producers into influential groups.Recommendations for effective pro-poor policies are made:

  • Improvement of communal resources, focused on small ruminant, and poultry farmers is likely to benefit poor producers.
  • Livestock-friendly forest policies will improve conditions for producers on common lands and forests.
  • Access to animal health services should be improved.
  • Reform of cooperative laws would benefit the dairy industry.
  • The marketing commodity chain for small ruminants needs to be studied in depth.
