Abstract

This note is based on a comparative study of current practices of decision-making (informal as well as formal) about the use of resources in local authorities in Kenya and Uganda. The study looked at who participates in those decisions and how, and how far local governments are accountable to citizens for their decisions.

This note seeks to identify examples of 'good practice'. It outlines some examples of where and how local governments and citizens in Kenya appear to have implemented relatively successful practices to extend citizen participation and enhance accountability in decision-making about resource use.
