Taxis are allowed to be at a rank or hailed in the street. A minicab (also called a ‘private hire vehicle’) can only be pre-booked.

Taxis and minicabs are licensed by local councils.

Minicabs outside London aren’t allowed to have the same design or appearance as local taxis, so you can tell them apart more easily.

Report an operator or driver that’s unlicensed by contacting the local council where the offence happened.

Report unlicensed taxis and minicabs in London

Taxis and minicab firms have to be licensed by Transport for London (TfL).

London taxis are purpose-built vehicles that:

  • have a maximum of 8 passenger seats
  • are accessible for disabled people
  • have a plate on the back showing their taxi licence number

London minicabs must have special discs on their windscreen and rear window to show they’re licensed.
