Amendments to testing standards: UK21/G021

Adopted EU recommendation GEN-042. UK approved recommendation on the new requirements for manufacturers and UK Approved Bodies following amendments to testing standards.

Question

Implementation of amendments to testing standards introducing new/additional requirements to equipment listed in the implementing acts (regulations) to the directive.

What actions should be taken by the manufacturer and the UK Approved Body?

Recommendation

  1. 1. The introduction of new requirements for equipment listed in the implementing acts (regulations) may originate one of the following scenarios:

    1. a) At the time of the original Module B issuance, the equipment was already verified to be in compliance with the new requirements (e.g. equipment tested according a testing standard not being mandatory at the time of the Module B process). In this case, the Approved Body may consider the results of the original tests for the issuance of a new Module B to the equipment;

    2. b) The new requirements are such that they may be assessed (through the pertaining tests) without affecting the results of any other testing standards applied to the equipment for the issuance of the original Module B. In this case the Approved Body may accept the evidence of the (new) additional standards and may issue a new Module B based on the results of the original and new tests carried out;

    3. c) The equipment does not fall under either of the above cases. In this case, the placing on board of the equipment can only be done under special considerations by the Maritime and Coastguard Agency (MCA) or Recognised Organisation (RO).

  2. 2. It is underlined that it is the responsibility of the manufacturer to verify, in due time, the compliance of its equipment with the applicable testing standards introduced by the implementing acts (regulations) to the directive or modifications to existing testing standards.

  3. 3. Production conformity Modules of equipment affected by the implementing acts (regulations) to the directive or modifications to existing testing standards shall be properly assessed by the Approved Body.
