Synopsis

When on passage in ballast to Germany, the general cargo ship Andrina F collided with the Belgium beam trawler Zeldenrust in good visibility. The sea was rough and the wind was northerly force 6. As a result of the collision, Andrina F was holed above the waterline on her port quarter and entered Ramsgate for repair. The damage to Zeldenrust was superficial and she was able to continue fishing.

Action taken

The Chief Inspector of Marine Accidents has written to the:

  • Owner of Andrina F, who was also her master, strongly advising that safe bridge watchkeeping procedures are promulgated, understood and followed by all bridge watchkeeping personnel; that such procedures take into account the limitations of the navigational equipment fitted and, that accidents occurring in territorial waters are reported to the appropriate coastal state.

  • Skipper of Zeldenrust, strongly advising that he review the manning levels of all vessels under his command in the future to ensure a proper lookout can be maintained at all times and, that he reports accidents occurring in territorial waters to the appropriate coastal state.

  • Antigua and Barbuda Register advising that, notwithstanding the vessel’s exemption from the requirements of the ISM Code, it verifies at the earliest opportunity that safe work procedures, including bridge procedures, have been adopted onboard its registered vessel.
