Synopsis

The vessels were transiting the Humber Traffic Separation Scheme (TSS) in the precautionary area near Spurn light float. The outbound vessel had just dropped her pilot, and the inbound vessel was slowing to pick up her pilot. The out-bound vessel altered to port across the bow of the in-bound vessel causing it to carry out an emergency manoeuvre to avoid collision. This incident was recorded by the VTS radar.

Action taken:

A safety digest article has been written and the chief inspector has written to the following:

ABP Humber with a recommendation to carefully monitor incidents in the vicinity of the pilot boarding ground and, if necessary, re-assess its position,

Owners of Rubino copied to Italian administration stating our concern that COLREGS were not followed,

Owners of Linda Kosan copied to Isle of Man administration complementing the master on an effective collision avoidance manoeuvre.
