Synopsis

Near miss between a fishing vessel and a coastal cargo vessel.

Action taken

The Chief Inspector of Marine Accidents wrote to the cargo vessel’s company making comment on the following safety issues:

  • navigation relied solely on the use of the GPS, contrary to IMO resolution A.893 (21)

  • No records of a lookout during the hours of darkness contrary to the requirements of STCW95

  • Use of radar with a GPS speed input producing ground stabilisation, which can be a source of confusion especially from the echo of a slow moving fishing vessel
