TSI004150 - Community System providers: How Community System Providers work

A Temporary Storage declaration is inputted on the CSP inventory system and due to the control aspect, goods cannot leave until they have been cleared.

Consignments must be kept in their original state and must not be broken down before being removed. There must be one consignor to one consignee for one Customs declaration, in order to clear the inventory.

For example, if bulk timber was imported previously, the new timber load to the previous load would need distinguishing. Each consignment of timber arriving will need to be identifiable in Temporary Storage Facility.

Imports of bulk timber arriving on pallets - each pallet is numbered/marked from 1 to 300.

  • Pallet 1: 1 – 99. This will be covered under 1 Temporary Storage declaration.
  • Pallet 2: 100 – 199. This will be covered under 1 Temporary Storage declaration.
  • Pallet 3: 200 – 300. This will be covered under 1 Temporary Storage declaration.

If the above pallets of timber were to be removed, then the whole pallet would be removed. For example, if pallet 1 was to be removed, then the whole 99 pallets of timber would have to be removed.

Once Customs have issued an authenticated removal note, the goods can be moved to the appropriate storage facility. If goods are on onward transit, they may be moved to the exit port and inspected there.
