Requesting AC-e assistance from an OMS under Administrative Cooperation in Excise

What will happen to my request?

For alcohol products, ACCT will carry out a risk assessment on requests via MVS or EMA, and make a decision on whether or not to support onward submission of the request to an OMS. (This content has been withheld because of exemptions in the Freedom of Information Act 2000) . Supported requests will be forward to the NVC, who will carry out quality checks (does the request ask a specific question, is it reasonable, does it contain UK jargon etc), record and translate the text (where necessary), and then submit it through secure mail to officials in the OMS in question. The NVC will also monitor the time taken for the OMS to respond, and may send reminders to expedite responses as they near or exceed agreed deadlines. Any outcomes from requests will also be recorded by the NVC, prior to forwarding the response back through the ACCT for onwards transmission to the original requestor. Requests for assistance via MVS, EMA or EWS-e concerning energy / tobacco products are subject to the same quality checks and are processed in the same way as for alcohol (above), except officers must themselves risk assess the trader or movement concerned before submitting a request directly to the NVC. If your request relates to a proposed joint control with an OMS (EWS-e, SC or MLC) the CLO may request an informal meeting of UK stakeholders to better understand the need for and priority of the request, to explain the relevant process in full, and to offer advice on the best means of achieving the desired outcomes. Where it is agreed that proposals are high priority and the issue cannot be resolved by other means, the UK CLO will assist in the planning process and approach/forward proposals to the OMS CLO or Multilateral Controls Coordinator (MLC) for their consideration.
