Employer returns: ECS additional processing action: capture P11D(b) - error messages

Only capture a P11D(b) where both EBS and BROCS show the year to be

  • Live and scheme type P, PSC or TAS

When capturing a P11D(b) for a scheme type which is not one of those shown above you will get the error message

‘This scheme is neither P, PSC nor TAS, therefore P11D(b) cannot be captured’.

If the correct employer reference has been entered on ECS you should

* Use EBS Function AMEND EMPLOYER TRADE & SCHEME DETAILS to change the scheme type for the year to P, PSC or TAS as appropriate

And  


* Ensure that the changes are reflected on BROCS before proceeding with capture of the P11D(b) (this will normally be the next working day)

If the employer is not found you will get the following error message

‘Employer was not found’ 

* Select the [OK] button to clear the second part of the Reference field so that you can enter the correct reference

If the scheme has been transferred you will get the following warning message

‘This Employer reference has changed to # #. Do you want to continue?’ 

* Select the [Cancel] button to return to the P11D(b) Receipt screen. This action will also clear the second part of the Reference field
* Select the [OK] button to continue if you have access to the new office

If you do not have the access rights, you will receive a further warning message

‘You are not authorised to capture, please contact the new district without delay’

* Select the [OK] button to return to the P11D(b) screen. This action will also clear the second part of the reference field

If a P11D(b) return does not exist or the Class 1A signal is not set you get a warning message

‘No return is expected for this employer for this year, do you wish to continue to capture this return?’

* Select the [OK] button to return to the P11D(b) Receipt screen to continue capture

Note: You will not be able to capture a Nil P11D(b).  


* Select the [Cancel] button to return to the P11D(b) Receipt screen. This action will also clear any screen entries you have made

If a P11D(b) already exists for the selected employer and year you will receive the following error message

‘P11D(b) already exists for this employer for this year’

* Select the [OK] button to return to the P11D(b) Receipt screen. You should then check that the correct employer reference and year have been entered and amend if necessary

If these details are correct  


* Follow the instructions at ([PAYE43545](https://www.gov.uk/hmrc-internal-manuals/paye-manual/paye43545))

If these details are not correct continue action

If the employer has been cancelled one year only (COYO), you will not be allowed to capture a P11D(b) for the selected employer and year and you will receive the following warning message

‘This employer has been cancelled one year only, therefore a P11D(b) cannot be captured’

* Select the [OK] button to close the warning message and return to the P11D(b) Receipt screen

If the employer is dormant you will receive the following warning message

‘This employer is Dormant, do you wish to continue to Capture this return’

* Select the[OK] button to continue with the capture of the P11D(b) for this employer
* Select the [Cancel] button to return to the P11D(b) Receipt screen without capturing the return

If the permanent Class 1A Inhibition signal is set you will receive the following error message

‘Class 1A Signal cannot be changed - the Class 1A NIC Permanent Inhibition is set’ 

* Select the [OK] button to close the error message. This action will also clear the entries you have made on the P11D(b) Receipt screen

Note: You will be prevented from capturing P11D(b) information for employers where the Class 1A NIC Permanent Inhibition signal is set.

If a penalty inhibition signal (either permanent or temporary) is set you will receive the following warning message

‘This Employer has an Inhibition signal set, and will be included in the penalty exceptions list unless the signal is unset’ 

* Select the [OK] button to close the warning message and return to the P11D(b) Receipt screen to continue capture

Note: By selecting the [OK] button you should have considered whether or not the penalty inhibition signal should remain set.  


* Select the [Cancel] button to close the warning message and clear any entries you have already made on the P11D(b) Receipt screen
