Labour Provider Guidance

Systems and processes: HMRC information systems: TRUCE

TRUCE is a new IT system that will risk assess all VAT and Income Tax repayments prior to release.

  • The TRUCE system went live on 30 September for VAT.
  • It is a case delivery system which utilises SAP, not a case management system. It allows caseworkers to authorise, amend or decline a repayment and links to the mainframe systems from where repayments will still be released.

Special arrangements are in place for repayments relevant to Labour Providers (LP).

All repayments requiring referral to LP’s are routed to the Sheffield Centralised Team. They refer the case on to the appropriate Operational Team for action. When the Operational Team complete their action they return the case to Sheffield Centralised Team, who processes the decision through TRUCE.
