INCHP03050 - Lodgements of documents: how the National Clearance Hub (NCH) deals with specific types of movement and/or goods: A-Z aflotoxin-IMA

HMRC are committed to reducing the amount of paper that is required to be sent to the NCH. Lodgement is therefore limited to those documents specified in this section.

Aflotoxin certificates and health certificates for goods not of animal origin

When a consignment has been selected for Route 1 the appropriate documents are emailed / faxed to the NCH for clearance. Originals are to be retained by the declarant for 4 years from the date and time of clearance.

ATA carnets

ATA carnets are presented to Border Force (BF) officers at the frontier.

At inventory linked locations a clearance request Form C21 should be made using CPC 00 08 020, the NCH must wait for confirmation by fax from BF at the port / airport that the carnet has been presented and stamped before clearing the C21 (entry).

The ATA carnet is accepted in lieu of any other customs documents including C88 entry. If goods are undercover of a licence a full declaration maybe requested if HMRC identify a risk. The profile ensures presentation of the carnet before the goods can be released. Failure to certify / endorse carnet documents could lead to criticism from Customs in other Member States, EU auditors, EU Commission or the World Customs Organisation (WCO).

C130 out of charge notes

As appropriate, C130s are faxed or emailed to the NCH for endorsing and return. Declarants must ensure that the C130 includes a return fax number / email address.

C548s

C548s may continue to be used for the inter-berth removals provided they are backed by an appropriate guarantee. They should be presented to BF staff at the frontier.

CAP safeguard charges

When a consignment has been selected for Route 1, the appropriate documents are emailed / faxed to the NCH for clearance. Originals are to be retained for 4 years from the date and time of clearance.

Car imports

When a consignment has been selected for Route 1, the documents are emailed / faxed to the NCH for clearance. Originals are to be retained for 4 years from the date and time of clearance.

For accompanied or unaccompanied temporary importation of non EU registered motor vehicles by non EU residence - at inventory linked locations the form C21 (CPC 00 00 020 is emailed / faxed to the NCH - see ‘Special and modified import entry procedures’ INCHP02280.

Certificates of authenticity for rice

When a consignment has been selected for Route 1 the appropriate document is emailed / faxed to the NCH for clearance. Originals are to be retained by the declarant for 4 years from the date and time of clearance.

Certificates of conformity for cereals

This is now controlled by ALVS (Automated Licensing Verification System).

Certificates of conformity for fruit and vegetables

This is now controlled by ALVS (Automated Licensing Verification System).

CITES

Original CITES import and export permits must be presented at the frontier for inspection and stamping before clearance. When the consignment is selected for Route 1 declarants email / fax copies of the entry, evidence of value and the CITES permit to the NCH. Original permits are presented to BF officers at the frontier who advise the NCH whether or not the consignment can be cleared.

Forestry Commission (PHF28s)

When a consignment has been selected for Route 1, Forestry Commission have confirmed that copies of endorsed PHF28s can be emailed / faxed to the NCH with a copy of the entry and other appropriate supporting documents for clearance.

Originals are to be retained by the declarant for 4 years from the date and time of clearance unless specifically requested by HMRC.

GATT copies

When a consignment has been selected for Route 1 copies of GATT certificates are emailed / faxed to the NCH with the entry and other supporting documents for clearance. GATT copies to be returned should clearly be marked as such. The NCH will endorse the relevant copy and post it by first class mail to the declarant.

GSP / EUR1s

When a consignment has been selected for Route 1, the NCH will clear the goods on email / fax copies of GSP/ EUR1s certificates. Declarants should retain the original documents for 4 years from the date and time of clearance.

HMI (RPA) certificate of conformity

When a consignment has been selected for Route 1 the appropriate documents are faxed / emailed to the NCH for clearance. Originals are to be retained by the declarant for 4 years from the date and time of clearance.

Home Office Drugs and Precursor licences

When a consignment has been selected for Route 1 a copy of the licence is emailed / faxed to the NCH with a copy of the entry. The original Home Office Licence is presented at the frontier for inspection and endorsement before clearance. BF officers at the frontier advise the NCH whether or not the consignment can be cleared.

Hops imports - attestations of equivalence

The original attestation of equivalence must be presented at the frontier together with 2 copies for endorsement by UKBA staff at the frontier. When a consignment has been selected for Route 1 a copy of the endorsed document together with copies of the entry and evidence of value is emailed / faxed to the NCH for clearance.

IMA certificates

When a consignment has been selected for Route 1 the appropriate documents are emailed / faxed to the NCH for clearance. Originals are to be retained by the declarant for 4 years from the date and time of the clearance.
