Procedure: action at office of departure

A.TR Movement Certificates must be stamped with reference to an export procedure. Consequently, the certificates must be presented for certification with:

  • the manual export declaration, a hard copy of the pre-lodged NES declaration or Exporter Statement where no Export Declaration is available (see ECPET06300 for sample of Exporter Statement), and supporting evidence such as an invoice or packing list.

A.TR Movement Certificates can only be stamped and documents authenticated by either:

  • the Customs office at Salford which will only accept postal applications accompanied by the above documents. The address is:

  • Local Chambers of Commerce, or
  • local offices of the Institute of Chartered Shipbrokers

EUR1/EUR-MED Movement Certificates can also only be certified at the above venues.

You should be satisfied that the status of goods as indicated by an A.TR Movement Certificate is compatible with the particulars shown on the export declaration before you authenticate the certificate.

If the exporter submits a request for retrospective issue of a movement certificate, it may be allowed only if there is a valid reason to explain why it was not presented for authentication before export.

Please note that the current EUR1 certifying stamps should be used to authenticate A.TR Movement Certificates for exports to Turkey.
