Authentication

Guidance to exporters on completion of EUR1s/EUR-MED’s is set out in Notice 827 European Community Preferences: Export Procedures - section 11. This will give HMRC staff at the NCH Salford (and Chambers of Commerce and Shipbroker staff) a clear idea of what to expect when Certificates are presented for authentication:

  • page 1 - this is the evidence that is required by the importer in the partner state. The Certificate is serially numbered and should have a distinctive green ‘guilloche’ patterned (wavy lines / interlaced ribbon) background.
  • page 2 - leave this blank
  • pages 3 and 4 - page 3 is a copy of Page 1, while page 4 should contain the appropriate declaration by the exporter that the goods concerned have met the conditions for the document to be valid and that the relevant supporting evidence is attached. These pages are for retention in Salford or by the issuing local Chamber / local office of the Institute of Chartered Shipbrokers and must be retained for a minimum period of 3 years
