If you receive a composition offer, you should reject it if you have sufficient information to confirm that the customer has the means to pay.

In all other cases the debtor must fully complete a financial questionnaire 77(COMP-EO). On receipt of the completed questionnaire, if the offer is deemed worthy of further consideration refer it to EIS Worthing for consideration.
The referral memo should indicate/include:
- the current position of any formal recovery or enforcement proceedings
- if there is any other known HMRC debt
- copy of composition I&E form
- copy of OPREC notepad and OPREC Overpayment details screen.
Update OPREC Set BF delayed code 1, BF Code 3 for eight weeks.
