SPE02080 - Roles and responsibilities: NCH Customs Input Entry (CIE) team

NCH CIE team are responsible (currently) for the submission of Customs declarations to CHIEF where this is done by HMRC and not the trader or his agent.

These include customs declarations relating to special procedures (SP) for imports, exports and re-exports and release to free circulation.

The NCH currently process CIE requests between 0900 -1700, Monday to Friday (excluding public holidays) and aim to clear all CIE entries within 3 working days from the time the faxed or scanned copy entries are received, provided all the relevant paperwork is presented, complete and correct.

Although the NCH will process declarations and consult with the SP trader or supervising office as necessary, they are not responsible for post clearance checking such as:

  • checking the accuracy of declarations made by traders
  • investigating irregularities or
  • ensuring traders submit declarations when required.

These are the responsibility of the SP trader’s supervising office.

Note: Northern Ireland (NI) customs authorisations will continue to fall within the provisions of the Union Customs Code (UCC), as retained by the European Union (Withdrawal) Act 2018 and CEMA 1979.
