Customs Intellectual Property Rights Guidance

Teams responsible for the administration of IPR in HMRC: The role of the Intellectual Property Rights Enforcement (IPRE) Policy team

The IPRE Policy team is responsible for the development and maintenance of customs policy and strategy relating to Intellectual Property Rights enforcement at the external border.

They review areas where policy needs to be determined or clarified. They also defend appeals that challenge our policy or legislation, write and maintain notices and guidance, and provide technical advice to Ministerial teams on our policy areas that may be conveyed to Ministers.

The team is responsible for giving decisions on cases:

  • when there are novel or complex conditions not covered by guidance
  • where there is a challenge to the law
  • which are politically sensitive or of national importance and
  • where guidance has specified that we must be consulted.
