CDSSG09050 - Step-By-Step Guide, Step 4 - Understanding and selecting the CDS Procedure Code (DE 1/10): Selecting the 4-digit Procedure Code

Once the Requested Procedure has been identified, the appropriate 4-digit Procedure Code then needs to be selected

Questions to ask to identify the Procedure Code:

  • What type of movement is being made?
  • Are the goods being declared in GB or NI?
  • What type of declaration or clearance request is being made?
  • Are the goods moving onto another territory or member state after clearance?
  • Are the goods being temporarily imported or exported?
  • Are the goods being re-imported or re-exported?
  • Are the goods being moved into or out of an approved premises?
  • Are the goods being entered to or removed from a Special Procedure?

Procedure Code Index Lists

The Requested Procedure series Index List in Appendix 1 for the appropriate movement Type should be used to identify the full Procedure Code to be used.

The Index List provides details of all the 4-digit Procedure Codes that can be used for each Movement Type, organised by Requested Procedure Code series. 

For example the 51 series for imports permits:

The specific list for the appropriate Requested Procedure should be used, with all available Procedure Codes within the series being reviewed to enable the correct Procedure Code is chosen.

Procedure Code Index Lists:

For Imports and Exports,

The full Procedure Code identifies:

  • the procedure the goods are being entered to (digits 1 and 2 of the code – Requested Procedure) and
  • the procedure the goods are being removed from (digits 3 and 4 of the code – Previous Procedure).
  • Where the goods are being declared for the first time, digits 3 and 4 would be 00 to indicate that there is no previous procedure.
For Customs Clearance Requests (CCR):

The first 3-digits of the Procedure Code indicate the Declaration Category being used and the 4 digit indicates the reason for the clearance  request. 

Import Customs Clearance Requests are identified by the first three digits of 000, the 4 digit identifies the reason for the clearance request.  For example 000 indicates an import CCR and 6 indicates the goods are being released under Transit (Procedure Code 0006)

Export Customs Clearance Requests are identified by the first three digits of 001, the 4 digit identifies the reason for the clearance request.  For example, 0014 identifies a re-export of non-Union goods

Other Procedures:

For Bulked Import Reduced Data Set (BIRDS) and Final Supplementary Declarations (FSD), the third digit indicates the type of declaration being made.  The 4 digit indicates that there is no previous procedure, for instance, BIRDS Procedure Code is 0020, FSD Procedure Code is 0090.

Confirming the Procedure Code is correct

Once the Procedure Code has been identified and all the other options eliminated, the Procedure Code completion notes should be used to ensure the goods being declared meet the eligibility criteria to use that Procedure Code. – see section CDSSG09060 for details.

Use of a given Procedure Code is a legal declaration that the goods are eligible to be declared to the customs procedure, treatment or use.  Failure to comply with the stated Conditions and Restrictions may result in non-compliance action or revenue charges being raised.
