CDSSG07050 - Step-By-Step Guide, Step 2 - Understanding CDS Declaration Data Elements: Procedure and Additional Procedure Code specific completion rules

Prior to completing a customs declaration or Customs Clearance Request (CCR) it is necessary to identify the Procedure (DE 1/10) and Additional Procedure Codes (DE 1/11) to be used.

It is necessary to identify these early in the process as they affect whether:

  • Whether a particular Movement Type may be used
  • Whether a particular Declaration Category can be used
  • How certain data elements must be completed.

Please see sections CDSSG09000 CDSSG10000 for Step-By-Step Guidance on how to identify the DE 1/10 Procedure and DE 1/11 Additional Procedure Codes to be used.

When completing a customs declaration or CCR it is important that you read the Procedure Code data element completion notes alongside the main Declaration Completion Instructions for the specific Movement Type as the standard data element completion rules may be ‘adapted’ by the Procedure Code.

Where the chosen Procedure Code (Appendix 1) or Additional Procedure Code (Appendix 2) guidance specifies rules for a certain data element that guidance must be followed and takes precedence over any rules shown in the main Declaration Completion Instructions.

Where the Completion Notes in Appendix 1 and 2 do not cover a particular data element, then the main Declaration Completion Instructions, for the specific Movement Type, should be followed, see CDSSG13000 for more details.
