ATA/CPD Carnets Manual

Roles and responsibilities: Chamber of Commerce and Industry

In the UK ATA carnets are issued by the Chambers of Commerce.

As at 2012 Chambers with the authority to issue UK Carnets are as follows:

Belfast

Birmingham

Bradford

Bristol

Dorset (Poole)

Edinburgh

Glasgow

Leicester

Liverpool

London (City of London, Barking, Hounslow/Middlesex)

Manchester

Newcastle-upon-Tyne (Durham)

Northampton

Norwich

Nottingham

Portsmouth

Southampton

Thames Valley.

The decision on issuing a Carnet, the fee charged and the guarantee required is a matter for the Chambers and not HMRC. Each Chamber keeps a record of ATA carnets issued and will certify the carnet with their authorisation stamp.

The whole system is overseen by the London Chamber of Commerce and Industry.
