Using entry in declarant's records for goods moved from Great Britain to Northern Ireland

Find out how to complete a goods movement reference to move goods from Great Britain to Northern Ireland through entry in declarant's records.

This guidance explains the data requirements for traders when using the Goods Vehicle Movement Service for all movements using the entry in declarant’s records process to meet the Notification of Presentation data requirements.

The Notification of Presentation is a small dataset that is presented to customs authorities when goods are moved using entry in declarant’s records.

How to get a goods movement reference for entry in declarant’s movements

For all types of entry in declarant’s records movements from Great Britain to Northern Ireland you’ll need to provide the following information on the Goods Vehicle Movement Service to get your goods movement reference (GMR):

  • the safety and security import entry summary declaration movement reference number (ENS MRN)
  • your local reference number (LRN)
  • where applicable your procedure code for at risk movements only

The ENS MRN is the Safety and Security declaration confirmation reference number that traders receive once they complete a safety and security declaration. Find out more information on making an entry summary declaration

The LRN is the declarant’s own unique number, which is auto-generated by them. This can be found in the entry in declarant’s records made by the declarant.

The procedure code is a requirement where goods are at risk of entering the EU and depends on the procedure used. For example, code 4000 is for release to free circulation and home use.

This can be found in your entry in declarant’s record and should be included in your GMR.

If you are completing the GMR on behalf of the declarant, you must make sure they have provided you with the LRN and the procedure code where applicable.

Using Simplified Customs Declaration Process (SCDP) entry in declarant’s records

If you’re using the SCDP entry in declarant’s records (EIDR), you can move both ‘not at risk’ and ‘at risk’ goods into Northern Ireland using entry in declarant’s records.

When moving ‘not at risk’ goods you will need to make sure to include both the ENS MRN and LRN for your GMR. If someone else is completing your GMR you must provide your LRN to them.

When moving ‘at risk’ goods you will need to make sure to include the ENS MRN, LRN and intended Procedure Code for your GMR. If someone else is completing your GMR, you must provide your LRN and your procedure code to them.

You must complete this for every consignment being moved into Northern Ireland. Each consignment will have a separate ENS MRN that will need to be entered into the Goods Vehicle Movement Service to meet the notification of presentation requirements.

If you do not know the risk status of the goods, you should complete the ‘at risk’ option on the Goods Vehicle Movement Service and provide the intended procedure code to complete the GMR.

Using UK Internal Market Scheme EIDR authorisation

If you’re using UK Internal Market Scheme EIDR authorisation, you can only move consignments of goods that are ‘not at risk’ goods. You need to make sure the ENS MRN and LRN is provided to complete your GMR. If someone else is completing your GMR, you must provide your LRN to them.

You must complete this for every consignment being moved into Northern Ireland. Each consignment will have a separate ENS MRN that will need to be input into the Goods Vehicle Movement Service to meet Notification of Presentation requirements.

Using a Notification of Presentation waiver

If you’re using a Notification of Presentation waiver you need to provide the ENS MRN and your associated XI EORI number. The LRN is not needed if you have this waiver.

You must complete this for every consignment being moved into Northern Ireland. Each consignment will have a separate ENS MRN that will need to be entered into the Goods Vehicle Movement Service.
