Small Modular Reactors: technology selection process
Progress of GBE-N's Small Modular Reactor (SMR) technology selection process.
In July 2023, we issued a Contract Notice setting out an intention to enter into a 2 Stage contract for design, development and construction contract with those successful bidders.
Procurement progress to-date
1. In July 2023, interested parties were required to respond to a selection questionnaire. This concluded in August 2023.
2. In October 2023, we down-selected 6 technologies, who would be eligible to bid into the next phase of the procurement.
3. In March 2024, these 6 vendors were invited to submit initial tenders. We received 5 bids by the July 2024 submission deadline.
4. In September 2024, we concluded the initial tender phase of the technology selection process. The down-selected companies are:
- GE-Hitachi Nuclear Energy International LLC
- Holtec Britain Ltd
- Rolls Royce SMR Ltd
- Westinghouse Electric Company UK Ltd
5. In October 2024, we issued an Invitation to Negotiate to the 4 companies.
6. In February 2025, we issued an Invitation to Submit Final Tenders. Once final tenders are received, we will evaluate these, with final decisions on which technologies to select to be taken in the spring.
7. In June 2025, Rolls-Royce SMR Ltd was selected as preferred bidder.
