Purposes of the ISIL (Da’esh) and Al-Qaida sanctions
The ISIL (Da’esh) and Al-Qaida (United Nations Sanctions) (EU Exit) Regulations 2019 were made under the Sanctions and Anti-Money Laundering Act 2018 (‘the Sanctions Act’) and provide for the imposition of financial sanctions, namely the freezing of funds or economic resources of persons designated by the UN as being associated with ISIL (Da’esh) and Al-Qaida.
UN resolutions
The resolution notes that the asset freeze requirements apply to financial transactions involving any funds, economic resources or income-generating activities that benefit individuals, groups, undertakings and entities on the ISIL (Da’esh) & Al-Qaida Sanctions List, including, but not limited to, trade in petroleum products, natural resources, chemical or agricultural products, weapons, or antiquities by listed individuals, groups, undertakings and entities, kidnapping for ransom, and the proceeds of other crimes including, trafficking in persons, extortion and bank robbery.
Content of sanctions notices
Each notice sets out for the relevant date the:
- additions – new designations
- delistings – removals from the list following a decision by the UN
- revocations – removals from the list following an official decision-making process
- variations – changes to a designation following an official decision-making process
- corrections – administrative amendments
How the changes are represented
For additions the notice lists the new entry.
For delistings and revocations the notice lists the entries that are being removed.
For variations and corrections:
- deleted information appears in strikethrough and highlighted in pink
- newly added information is underlined and highlighted in yellow
